When the phone is turned on and connected to the network, it is possible to track it if you set "find my device" in Android or iOS (the option name is different) If your friend did not set "find my device" it is not possible. He should contact his provider and they will block the IMEI and the phone will not work even if he changes SIM. You should also inform the authorities.
